The Cooperative Administrative Support Unit Program – CASU - is a FAR-compliant, entrepreneurial Federal Government program that provides cooperative partnering in the acquisition and delivery of commonly-needed services and support. The CASU Program was established in 1985 under the authority of the Economy Act of 1932, as amended. The President's Council for Management Improvement (PCMI) initiated the CASU Program with the goal of providing government agencies with an alternate, expeditious, high quality and more economical system of acquiring support services.
A National Board of Directors provides policy direction and executive oversight, and charters each local and regional CASU, of which there are approximately fifteen, located in areas of intense Federal business activity. The National Board is composed of executive level representatives of DoD, State, Treasury, GSA, Commerce, Interior, and other major departments of the Federal Government. Each local CASU is supported by its own board, made up of senior representatives from the local Federal Community.
On the basis of experience, CASUs have anticipated specific types of services required by government agencies and have awarded service contracts to meet these requirements. Through these broad-based contracts, CASUs provide FAR-compliant high-quality contracting services to Federal agencies. The majority of our services are professional, technical, or administrative in nature. With contracts already in place, CASU paperwork requirements are minimal and response is rapid. Only a simple Statement of Work (SOW) and an authorized government-funding document (any agency form generally used to obligate funds – PO, requisition, reimbursable work order, MIPR, etc) are needed to get started. As CASUs continue to grow, new products and services are added to meet each customer's evolving needs. The CASU recoups the entire cost of its administrative role with a reasonable 2% administrative fee on billings for services or products.

Our CASU has negotiated significant volume discounts with our contractors, and may serve as the high quality, rapid delivery, low cost option for your requirements. Secondly, use of the CASU may provide you with a lower cost alternative to your needs, compared to in-house efforts or other means of contracting for services. Yes. If your project is expected to extend to two or more fiscal years, you will include this information in your initial project order request. Task and Project Orders are considered non-severable, e.g., if the requirement concludes with a final product or deliverable, and until that happens, the government has no benefit. You also have the option of funding the project with current year funding or multiple year funding as well as incrementally or fully funding the task.
Technically, other than work performance, there is no relationship. The contract employee works directly for the contractor and executes the work requirements or tasks set out by the Statement of Work. Your office will designate a Point of Contact (POC) for oversight of deliverables and completion of progress reports or time cards. The contract employee will not participate in any training, special events, meetings or other functions not associated with task performance. An exception to this may be security or safety briefings considered by you to be necessary for organizational safety.
Any issues involving performance or conduct of a contract employee should be brought to the attention of the contractor and the CT CASU Office POC by the quickest method, for immediate resolution and satisfaction. If any imminent danger, safety or security situation occurs, you or your POC may take immediate action to eliminate the potential hazard and notify the Contractor POC and CT CASU Office POC afterwards for resolution.
The CT CASU Office POC is your regional CASU representative, a senior Federal Government employee that is available to respond to your program questions and support your requirements or program, including issue resolution. A contractor POC is designated by the Contractor to exercise technical supervision over the approved Task or Project. Any changes to the tasks, task coordination, issues, contract queries, performance, etc should be addressed by the CT CASU Office POC. For any contract services that you obtain through CT CASU Office, you will be provided with a designated Contractor POC.
As required by government financial procedures, you will be billed through the US Treasury OPAC System on a monthly basis. Additionally, your finance officer or office Point of Contact (that you designate) will receive a status report specifying the monthly charges contained on the OPAC. Any funding not used can be recouped. The federal customer must certify receipt of the deliverables before any invoice will be paid
